If you want to have a starry night sky for a background in a montage, try this:

1. Fill the background with black.
2. Choose Filter>Noise>Add Noise...
3. Add a lot of noise, making sure to check the Monochromatic checkbox.
4. Open the Levels dialog box.
5. Drag the black slider to the right until the noise starts to disappear, just leaving a    
    few dots
6. Choose Filter>Blur>Blur More
7. You may have to adjust the levels slightly again. Usually you will need to bring the  
    white slider to the left.
